Ioana Petculescu is a lawyer specialized in international arbitration and litigation, practicing in Paris. She acts as a consultant for the aerospace and defense industry and as an expert for the European Union. She received a PhD in public international law from the University of Strasbourg, where she started her career as a lecturer. In addition to law, she also studied international relations, conflict analysis and geopolitics at the Catholic University of Louvain. Before becoming a sole practitioner, she worked for a major law firm as counsel for foreign investors in investor-State disputes. Prior to that, she was a lawyer at the European Court of Human Rights, and a law clerk at the French Conseil d’Etat and at the International Court of Justice. She currently studies strategy and nuclear deterrence at Harvard Extension School.

During her time as an academic and as a practitioner, she has engaged in research on a variety of global issues, both from a legal and from a policy perspective, focusing on the rules governing armed conflicts and on the complex relationship between human rights, economic development and national security.
